However, a significant factor contributing to this change is the perceived impact of the Biden administration's immigration policies. Some migrants openly cite President Biden's more lenient approach as a reason for their decision to journey to the United States.
Historically, Border Patrol resources were concentrated in states like Arizona and California, primarily focused on addressing the flow of Mexican migrants. Despite the agency's efforts to redistribute personnel to adapt to shifting migration patterns, resourceful smugglers often target areas with limited U.S. authorities' capacity to detain individuals effectively.
